Hello all;
I agree with Mark.
The fundamental rule of golf is "play it as it lies".
Playing "winter rules" in summer is crazy.
You are always allowed to get relief from abnormal
conditions like obstructions and casual water, but to
allow "lift, clean and place" all year is just not right.
