[Jlab_cc] Important Changes in P-Card Policy

All Cardholders and Approving Officials.

JLab Management has made two very important changes to the P-Card policy 
governing Unauthorized and Restricted Purchases.

1.  *The purchase of Lasers and Laser related items is not authorized 
using a p-card*.  With the proliferation of laser emitting devices, this 
policy is being established to ensure the safety of everyone on the JLab 
site.  Please contact Dick Owens if you have questions.

2.  The purchase of Hand and Power Tool has been changed from 
_Unauthorized_ to _*Restricted*_.  *These items can only be purchased 
via p-card if*

    * *The purchase is required to mitigate or avoid an immediate safety
      risk*

    * *The purchase is needed immediately to avoid a work stoppage
      and/or schedule delay that would have a negative impact on JLab
      property, work plan or schedule*. 

If you purchase a hand tool or power tool using your p-card, *you must 
certify that the purchases falls into one of these categories by *

    * *Completing the **P-Card Policy Hand and Power Tool Exception,
      *

    * *Having your Approving Official sign the form*

    * *Attaching the approved form to the receipt for the item when you
      submit the monthly reconciliation documents*

The changes are effective immediately.  I am attaching the new 
Unauthorized and Restricted list, and the P-Card Policy Hand and Power 
Tool Exemption form.  They are both also available on the P-Card page.
