[Lcls-ii] TD vs. OTIC material

Dear Giorgio,

There is evidence from single-cell tests that the OTIC Ningxia Nb half 
cell sheet material acts
inferior to the TD sheet material in terms of flux expulsion.

The project has delivered more TD half cell sheets than OTIC Ningxia, so 
we have
a chance to bias the production by favoring TD over OTIC Ningxia.

I therefore like to ask you to pick TD material for future cavity 
fabrication as best as practicable
and try to set aside the OTIC Ningxia material.
We know from the Hold Point Data that the first 16 cavities are made 
from OTIC Nb sheets.
Please change the material to TD for all next cavities until further notice.

I can imagine that constraints apply, i.e. given how many dumbbells and 
endgroups do already exist
made from the two different materials.

Can you please provide this information?
