[Lcls-ii] TD vs. OTIC material

Thanks for all the details.

Please delete the lcls-ii mailing list (lcls-ii at jlab.org) for any 
response back to us
since it includes other people not involved in the procurement.
This was my mistake earlier, which should have been 'LCLSII3220 at zanon.com'
with same first 4 letters.
