[Lerftest-ctrls] eco definition of PSPKG_ROOT

Hi team,

eco is defining PSPKG_ROOT to be:

/afs/slac.stanford.edu/g/pcds/pkg_mgr

I can, of course, modify my RELEASE_SITE file for now.
