[Lerftest-ctrls] eco definition of PSPKG_ROOT

I was able to fix this by just creating the PSPKG_ROOT top dir so eco wouldn't default to the original PSPKG_ROOT path.

/usr/local/lcls/package/pkg_mgr

Now that the dir exists, you can update RELEASE_SITE files via "epics-update -r".

We probably won't try to install the pkg_mgr code as it doesn't yet support linuxRT builds.
