[Lerftest-ctrls] Remaining known issues

Hi all,

I'd like to thank everyone for their amazingly efficient and excellent 
work setting up this system. Things are working very well.

At this time, I think we have just two unresolved items:

1. Mounting of /usr/local causes problem for linuxRT IOCs. Latest note 
from Hugo:

Would you mind to instead of having a softlink to really mount the "local" 
at /usr/local?
The EPICS build system converts softlinks to the real paths.
The other solution is for us to create a softlink at the linuxRT machine 
so we can have the same path available but I would prefer the first fix.

2. lcls-llrfcpu02 system time is still wrong.
