[Lowq] Run plan for today

Dear Colleagues,
PD just informed me that, due to major problem, no beam studies will be 
performed today and therefore the Hall will not be opened.

The new run plan is therefore:
- do the pass change (it should take up to noon)
- establish the 1.2 GeV beam in the Hall
- start the production mode at the maximum current (I~110 nA) compatible 
with 75%-80% LT and DC occupancy<3%.

Calibration and other special runs that need no beam in the Hall are 
postponed to the beam-studies day (not yet defined).
