[Moller] [Jlab-scicomp-briefs] Updating Jasmine user and group permissions

Dear tape users,

Tomorrow the Scientific Computing team will start auditing ownership and write permissions in the Jasmine stub directory.  

Our goal is to ensure that every /mss/___ directory has a valid owner and sensible read/write permissions.

This process will only affect users who write files to /mss directories with ambiguous ownership and/or permissions.  Specifically,

Users writing to /mss/home/___ directories that do not logically belong to them.  For example, user 'bob' will be denied write permission to /mss/home/alice.
Users writing to /mss/___ directories that are logically closed to new data.  For example, a directory created for an experiment that ended years ago.
Users writing to /mss/___ directories for whom there is no longer any clear owning unix user.

Judging by access patterns over the past three years, only a very small number of users are likely to notice any impact.

Read permissions will not be affected.
