[Moller] new MOLLER webpage and domain

Dear all,

The new MOLLER domain is ready, with a new webpage.  The new Wiki is 
working; please archive the old teleconferences by linking to the old 
wiki and start using the new one from here on out.  The DocDB has some 
issues with permissions but most people should be able to view files if 
you are a member of the moller12gev group.

The new domain is:

moller.jlab.org

Other than the DocDB permissions, let me know if you have any problems, 
comments or suggestions.  Specifically, it might be nice to have a 
centrally located elog, but JLAB won't support "elog". So suggestions on 
an alternative are welcome.
