[Moller] [EXTERNAL] IB Updates

Dear MOLLER Collaborators,

The IB met yesterday to deal with some business prior to the upcoming ERR.

There has been some reorganization of the Working Groups. (The IB membership in the bylaws has also been updated.)

I am also pleased to inform everyone that Rakitha Beminiwattha and Juliette Mammei have agreed to be formally appointed as Speakers Committee Chair and Information Curator, respectively. I will be working with them to establish their committees and scope going forward.
