Question # 3: I think Relativistic Nuclear Collisions is more appropriate.  Or, possibly Electroweak Interactions? Nuclear Reactions is, like Be + Li -> 3 He or something.

I am agnostic on the arXiv.

Thanks for Charlie, Tim, Matt, Marcy for their edits.

All comments received to Sections 1-8, and 10 are addressed.   I do not expect any new comments to these sections.

What's left?

  1.  Charlie, need your remaining comments to Section 9 (Pade) or 11 (Conclusions).
  2.  Although relatively few edits to version #8, I'll circulate a final copy as soon as ready.
  3.  Do we agree on the following?   Journal = Phys. Rev. C, Type = Regular Article,  Section=Nuclear reactions
  4.  Are we submitting to arXiv as well?   We can't change after starting.  If YES, need to do this first, get ID
