[Mott] Mott paper submission

Hi Mott Team, happy new year!

It's been a long time coming, but the Mott paper really took its form in 2019. The present draft (#4) is attached and is seemingly quite close to being ready to submit to peer review.  But before taking this step, I would like to schedule a group conference call opportunity to review or discuss remaining concerns.

I would like to do this via bluejeans as we've done before, so that I may share my desktop displaying a draft of the paper.  You can speak to this draft, or share your own desktop or even send me your notes or an edited draft to display as well - whichever is most convenient for you.

Once we have agreed on a date/time I will send further instructions.
