[Nps] NPS documentation - where to post what

Hi everyone,

I would like to propose the following for posting information on NPS
activities for the next few months.

   - *NPS Logbook*: test results and rapid communications (daily/weekly
   updates) - long reports in or linked to the Wiki
   - *NPS Wiki*: detector related information, e.g., concept designs,
   drawings, images, instructions, reviews/reports, assembly/installation:
   manuals, subsystems, documents, etc. - links to logbook
   - *NPS Redmine*: experiment information, e.g., overview, runplans,
   shifts, analysis, etc. (like, e.g., for KaonLT:
   https://redmine.jlab.org/projects/kltexp/wiki/Kaon-LT_Experiment)
