[Nps] Run Group Addition Proposal to PAC 51

With help from Ed Kinney and others, I have drafted a
Run Group Addition Proposal for PAC 51, due soon.
Basically, we are asking for seven more days to
augment the SIDIS part of the upcoming 90-day-long NPS run. In
particular, some time to measure pair-symmetric backgronds
is crucial. Because of the extra time request, this propsal
will have a full PAC review.

Please let me know by May 21 if
a) you do not want to be listed a a co-Author (see Appendix I)
b) You object to this being an  NPS COllaboration Run Group Addition 
Proposal.
c) you object to the NPS Collabortion being isted as an Appendix. 
(although all authors will be listed on the JLab Experimental website).
d) you have any substantial comments, changes, modifications.
