[Nps] NPS proposal with positrons for PAC51

Dear all,

   we have updated our proposal to measure DVCS with positrons and
NPS, previously submitted to PAC48 (conditionally approved - C2). We
are planning to submit this to PAC51.

Please review the draft and send any comments by the end of May 21st.
The proponents list is the same as the PAC48 version. If you want to
add or remove your name, let me know.
