[Nuclear] Nuclear Physics Working Group chair election

Hi Folks

Congratulations to Hovanes Egiyan, the new chair of the Nuclear Physics
Working Group.  Congratulations also to Ken Hicks and Yordanka Ilieva; the
other candidates.  It is a very good sign to have such capable people
willing to lead the group.  I also want to thank all the members of the
working group for doing such a good educating me about all the good nuclear
physics in our Collaboration.
