[Nuclear] Nuclear Physics Working Group chair election

Dear members of the Nuclear Physics Working Group,

I am really honored to be elected as the chair for the Nuclear Physics WG.
And I would like to thank Jerry for the excellent work he has been
doing for the last four years. Hopefully I can keep the high standards
Jerry and the previous chairs of the group establish performing the duties
of the chair.
