[Pansophy] Oracle Licensing Problem - Needs your attention and decision ($$)

Hi Valerie,

From the email below, what I understand is that we will need to purchase a standard edition license when the enterprise license expires in April 2021 and the cost will be about $17k.

Do I have it correct, or do we need to purchase the standard edition sooner?

Thanks,
Tony

Tony,

Our new database server is in and prepared for the Pansophy Team to begin testing.

However, the Oracle licensing is not so straightforward. We are trying to downgrade the “Enterprise” version to a “Standard” version, which will save us money in the long run and simplifies setup, maintenance and use. We would also be better aligned with the computer center. We have hit a snag. I’m including the message from David Sheppard (our database admin in computer center) and forwarding the emails he had with our license representative.

[Yesterday 10:28 AM] David Sheppard

Good Morning Valerie. I have been trying to convince Oracle to transfer the enterprise edition license to standard edition. I even offered to wait until the maintenance for the license to expire in April to make the transition. The message that I received the following: "According to Oracle, one of the license was purchased by Department of Energy. From a Oracle legal perspective, Jefferson Lab is a separate legal entity from DOE and operated by a limited liability company, Jefferson Science Associates, LLC." So, the only course we have, and Kari has been suggesting this for some time, is to purchase a standard edition license. Otherwise, there is this legal battle we would have to engage in with Oracle. I've been through that before. It's lengthy. Mythics, our Oracle reseller has sent a quote for standard edition. When the enterprise edition license comes up for renewal in April of 2021, we will not renew it. It will just be inactive. Sorry about the inconvenience. I will email the quote to you.

Basically we would have to purchase a new license and let the old one (owned by DOE run out). Cost would be $17080.00

Please let us know if you need additional information.

Valerie

Pansophy Team

Good Afternoon,

Well, I would like a quote on a new standard edition 2 license. I will get a new license and deal with the old license when maintenance for it expires in April. Thank you for your input. Have a great day.

Morning David –

I am getting issues from Oracle on the potential down grade migration.

According to Oracle, one of the license was purchased by Department of Energy. From a Oracle legal perspective, Jefferson Lab is a separate legal entity from DOE and operated by a limited liability company, Jefferson Science Associates, LLC.

Do to this, an approval and license assignment is requirement in order for this migration to take place. Are you willing to complete this Licenses Assignment in order to complete this migration request?

Thank you

I understand that the migration would require a new PO. Well, I just want to do what's necessary for us to remain compliant.

Unfortunatley with Oracle you can not just switch to a lower product. You have to migrate your existing and downgrade in which a PO will need to be issued. The support for the EE vs the SE license will remain the same.

I will change my request to Oracle to close in April when the EE licenses are due for renewal

Thank you

According to what Elliott told me earlier, stay with the enterprise license. I asked if we could switch to standard when the renewal occurs in April.

To confirm you do not want to do this migration until the renewal is due in April?

Or would you like to complete this by the end of August and co-term to the renewal in April?

Thank you

Good Morning Elliott,

I should add that the renewal date for that license (CSI#13887131) is April 1st, 2021. So, at that time, I would ask for the downgrade to standard.

Hi David,

I apologize for the delayed response. We are waiting for approvals from Oracle for the downgrade before an estimate can be provided.

Once we hear back we will be sure to send over pricing asap. Thank you for your patience.

Good Morning Elliott,

The renewal for this CSI,#13887131, is in April 2021. At that time, can the license be downgraded to the cost of a standard edition license? I don't understand why anyone

would want to pay the cost of an enterprise edition license when its features aren't used.

I appreciate the information so far. Thank you.

Hi David,

I have been in touch with my migrations specialist and have confirmed that the support fees would remain the same after downgrading your Enterprise License to Standard Edition License. This migration path does require prior approval from Oracle in order to downgrade.

If operating your Enterprise Edition licenses under the Standard Edition functionality works for your agency, I would recommend staying with the EE licenses. In the event you require the functionality of Enterprise Edition in the future you can simply switch on the additional functionalities, instead of having to upgrade to get you back to where you were.

If you would like to see migration estimates for the downgrade, please let me know and we will get the approvals going.

Good Morning Elliott,

I hope your day is going well. I have a new database server coming in. The group that

will be using it currently has an Oracle Database Enterprise license. They are not using

any specific components that are Enterprise specific. So, they want to move to Oracle

Database Standard edition. Do they continue with paying for the Enterprise license

while using Standard edition until it ends or do they need to purchase an additional

Standard license and drop the Enterprise license when the renewal comes around?

Thank you for your input. Have a great day.
