[Pansophy] Open INV and RECV Travelers

Dear Traveler and Inventory Teams,

Yesterday I spent a couple of hours working on closing open travelers that Inventory is responsible for.  I found a total of 189 travelers spanning 6 project areas.  I was able to close 83 of them, however I noticed a few problems that should be looked at before the rest are closed (comments included).

Technical issues (Traveler Team): 39 records
Administrative issues (Inventory Team): 67 records
