[Pansophy] WMGRDR Traveler Use

So this is a problem that I don't know how to fix.  As far as I can 
tell, we have two different travelers referencing other travelers rather 
than the procedures that need to be referenced.  And those referenced 
travelers just reference the same mysterious procedures.   And worse, 
apparently, at least one of those procedures was never completed or 
never uploaded by the guy who no longer works here.
