[Pansophy] HE Traveler and Procedure Ready for Upload

Hello,

The L2HE FPCC inspection traveler and procedures have been revised and have been uploaded to the Ready folder. Note that Adam G has replaced Katherine as the CAM signature

The new procedure will need to be hyperlinked to the traveler once the former has been signed off
