[Pansophy] New magnet inspection traveler L2HE-INSP-QUAD-R2

Greetings all,
Attached please find my rev of the HE magnet inspection traveler.  I know there are only a few SPQA's left to inspect, but this should head off at least 3 more NCRs for the too-tight tolerances of the 100 Hz quality factor of the quadrupole.  I also tried to list the tolerances closer to each measurement step, and make it easier to fill out.

Michael M., Gary and Mike B. are signatories, so I've attached the draft copy with Track Changes turned on, in case it helps.  There's a lot of re-arranging, so please just let me know if you have any questions.
