[Pansophy] L2HE Procedure Conversion

John,

I have moved over the Upstream Feed Cap and Downstream End Cap Installation procedures to the current procedure template. I was unable to fully fill them out, such as procedure ID, approvals, and the earlier sections, as I was unsure what to put in those. The documents have been uploaded to the draft L2HE procedures folder under their original name, plus my initials at the end. Please look over them and make any changes you deem necessary before putting them in ready for approvals. I will do the same for the L2HE cryomodule shipping procedure tomorrow.
