[Pansophy] Traveler request for C75 pair and C100 cavity plasma processing

The list of people who approve off normal situations (there is a name 
for that) needs to be changed to people who actually know about what is 
going on with plasma processing.   Right now the list includes Frank 
Humphry and Mike Drury.

With the loss of Tiffany I think the list should include me and Harshani 
until we get some more people involved with the work.
