[PEPPo] Latest Version of Proposal

The latest version of the proposal, incorporating all comments received 
to date, is posted on my website.  Go to   
http://www.jlab.org/~cardman/  and see the folder titled Prop-e+20JUN11/  
The pdf file is a compiled version and all the individual tex and figure 
files are there as well.  I have done some editing and asked a few 
questions.   I'm still wading through the detailed material and may have 
more questions yet.  With the next version I intend to incorporate all 
the files into one large file so that the entire document can be quickly 
edited for issues of style (e.g., things like "Fig." vs "fig." 
everywhere) and so that cross referencing of sections can be done 
without a long hunt. 

As Eric noted in his email this morning, we still have a long way to go.
