[PEPPo] Updated Proposal

Folks - an updated version of the current state of the proposal is 
posted at http://www.jlab.org/~cardman/ in the Prop-e+21JUN11/ 
directory.  A pdf copy of the compiled document is attached.   It 
incorporates all changes that have come to me to date.  For future 
updates and edits, please revise your section in the section file rather 
than the master file, and email it to me directly (along with any 
comments about other parts of the proposal).  We can discuss
