[PEPPo] fall back option

Hi,

I've attached a "fall back" version which is shorter and perhaps more to 
the point.  Use or delete as you like.
The contribution can certainly address where PEPPo fits into the big 
picture, if there's time, space, etc.
Since this measurement won't yet have been performed by the time of 
HEP-11 I suggest avoiding any text which affirms it will be the first 
measurement, etc.
