[PEPPo] PEPPo layout update

Dear PEPPo Collaborator:

A refined version of the beam line has been updated to the wiki:

_Points of note:_
1. *Eric/Jean-Francois* - To accommodate mechanical realities overall 
length grown; best to deal with final layout than worry about 
intermediate version, I think.
2. *Tony/Arne* - The beam left energy jaw may limit the space for the 
beam left NaI detector.  Please send me geometry of part being ordered; 
what is the status?
3. *Yujong *- Perhaps the quads have not moved since last layout; please 
see if this layout works or suggest changes.
4. *Paul/Eric* - If we can accomodate 1" between vacuum window flange 
and polarimeter table then perhaps we can mount fiber array to table, 
for IN/OUT motion.
