[PEPPo] PEPPo punchlist, as of now

Attached is the present punchlist which takes us to running PEPPo on May 
25th.  It may guide our discussion at tomorrow's planning meeting. 
Doubtfull to be complete, please review in advance. Your attention is 
needed to prioritize/add tasks and eliminate those unnecessary to begin 
the experiment.  Our mindset should move toward readying those tools 
which can be completed in time for the experiment.
