[PEPPo] PEPPo Collaboration Charter

  Dear All,

  In order to provide a general frame for the use, publication, and  
distribution
  of the data that will be coming out of our experiment, we  
established a charter
  based on most commonly used rules of any collaboration. In practice  
the charter
  does not change anything and is just putting on paper the way we are  
operating
  since the beginning.

  We acknowledge that such a document should have been established a long time
  ago and apologize to distribute it a few days only before the experiment
  starts.  Please read the charter prior to your first shift, and if agreeable
  enjoy taking shifts on the experiment!

  PS: the charter has also been posted on the wiki in the "General Documents"
  section and a hard copy in the MCC PEPPo binder.
