[PEPPo] PEPPo General Tools screen

The PEPPo General Tools screen is available at Monticello -> Tools -> PEPPo Tools. The old PEPPo Overview screen is "officially" deprecated. 

There is a help-file available by clicking the "HELP!" button in the upper left corner of the screen or by opening the following link:  https://positron.jlab.org/wiki/images/9/91/PEPPo_tools.pdf

Also, there is a PEPPo Overview screen for the wall at Monticello/Wall/PEPPo.
