[PEPPo] Run list

Dear All,

I made a database with all the runs existing in mss. Information from 
epics event within the file has been collected
and I got run information from the cleanRunList of Erica. There are 
still few thing to check.

To begin with, there is a web page showing the database contents

http://lpsc.in2p3.fr/hadrons/PEPPO/runList/, the run list here are all the runs not Junk.

There is the possibility to select runs for a measurement type as 
defined in the erica's file.

On monday or tuesday I will publish the sql file for the db in order for 
anyone who wants to
use it to get it.
