[PRad] PRAD shifts

We have not got any beam over weekend. Accelerator is still not ready to deliver beam to the halls. Now Hall B is in restricted access. We have scheduled down time until Wednesday 17:00. 
NO PRAD shifts until then. Shifts will resume Wednesday 16:00.
