[PRad] draft of the Volker's report

Hi Ashot,
I agree with Xuefei that the paragraph on fitting reads a bit awkward, it
could be changed to:

A comprehensive fitting program has been developed to extract the proton
radius from the measured cross section by using existing models of the
proton's charge distribution or by using model independent  polynomial
expansions. The program also allows us to combine the cross section
extracted from PRad data with the world data at higher Q^2 beyond that
covered by PRad.

Also, what are the figure that is to be attached this report?
