[PRad] [EXTERNAL] revised DRad proposal

Dear All,
After the meeting today morning, Jingye was able to quickly produce some
new plots and we have addressed most of the issues discussed during the
meeting.
As you can see the executive summary is a lot different now. The rest of
the sections have only been tweaked for now. There are also slight changes
in wording of the section on HyCal and its readout. Please take a look at
this new version and send me your comments. If needed we can have another
meeting tomorrow.
