[Primex] HYCAL Light Monitoring System status

Yesterday I tried to send this file out. It did not go, claiming that the
maximum 400 kb is allowed for the body of the mail.

Seeattached an update to the status of the HYCAL Light Monitoring System.
I would appreciate if Mark Ito puts this file as PRIMEX notes in the wiki
page.
