[Primexd] [Revised Logentry] Suspicious channel in the inner FCAL ring

This looks channel looks ok now. I'm guessing it had dropped HV for a small
amount of time then recovered. I will keep an eye on this channels
stability and remove it if it keeps dropping HV.
