[Primexd] [GlueX] PrimEx RC Update: Beam energy change to 11.2 GeV

To followup after this morning’s RC meeting discussion, the Hall D beamline is being prepared for the downtime for the energy change (collimator in blocking position, target emptied, etc.).  Please let me know if you plan to do work in the Hall during the downtime.

Shifts are canceled from now until Thursday day shift, and Thursday day shift will be put on standby.
