I agree that we need to be careful about how this discussion is phrased.
My understanding is that the current machine design *does* provide higher
luminosity than was being discussed when we first started putting all of
this together.  So we need to be careful about separating the benefit of
having higher luminosities over a range of energies relative to earlier
assumptions (and, e.g., the earlier White Papers) from the need for FURTHER
improvement.  In many cases, we are highlighting the benefit over earlier
estimates based on already-implemented changes, and in some (fewer) cases,
we're discussing what additional changes (luminosity, secondary focus,
etc...) could give.
