[Rgc] Run Group C meeting cancelled

Dear Sebastian,
I think it would be worth that this "Run Group board" becomes
the link between laboratory and Hall-B users, to agree on the
scheduling situations and priorities when required also in
the future. It would prevent misunderstanding and offer
a proper environment where clarify potential issues.
