Minor routine overhead things taking a few minutes like starting new run should should not be counted as PCC. Those are logged in the logbook. In BTA they go as ER but counted as BANU and subtracted from ABU.. There is no point to put any extra notes about it in BTA. If recovery takes more than a few minute, then it should be labeled as UED.

PCC is when we do target manipulations like changing target, annealing  or reversing polarization, or setting up or backing out for Moeller run. Any other long BANU periods should be counted as UED. UED requires entering the reason.

Shift experts, please note:

PCC: planned configuration change,
when beam is masked while radiators are moved, DAQ (roc rebooting,  restarting runs), RICH recovery, tests, ...  are PCC.
If more than 5 minutes, put a short comment in the BTA comment field.

UED: unplanned experiment down,
we use it for hardware failure only, eg the solenoid trips
