[Sbs] Update to beam schedule

After the beam schedule was updated before Thanksgiving, we made a request to modify the schedule so that the SBS-11 can run through December at 5 pass
and move the two Q2 =4.5 for nTPE and Q2 = 7.4 to run in January.
This has been accepted.

After this change was accepted, there was a suggestion was made to run
in January at a lower per pass energy. With the lower per pass energy, then
the trip rate for the accelerator should be reduced. It would also enable
two halls to take the  current 4pass energy ( which would be the new 5 pass energy).
Bogdan has developed a plan which would run the two nTPE points at Q2 = 3.4,
a Q2= 7.2 and take more data at Q2 = 10. Hall B has not responded to new lower per pass energy suggestion, so we will have to wait and see what exactly we will do in Jan/Feb.
