[Sbs] NTPE+ proposal

Dear SBS collaborators,

We will submit a proposal to measure the neutron two-photon exchange 
with positrons, with both e+/e- n cross section ratios and Rosenbluth 
slope measurements with e+ and e-. Please feel free to review this 
proposal and provide comments, and let us know if you wish to endorse 
this proposal.
