[Sbs_gems] [New Logentry] GEM Latency Checks for 1 uA beam start-up

After checking runs 13297 and 13298 in regards to the GEM latency and the position of the peak time sample it looks like the latency is set properly and that the peak position is properly centered. The GEMs under concern were Layers 1 and 3. Screenshots are attached that show the latencies of the two runs for each layer. 

There is an HV difference in UV Layer 1 between these two runs. In 13297, the HV for UVGEM_1 was -3628V and in run 13298 it was -3653V.
