[Sbs_gems] remaining GEM tasks and priorities

Hi Paul,

Here, I attach our plan for further commissioning of the SBS GEMs. Please let me know if anything is unclear. I’ll in the CH all day tomorrow (as SL) so we can discuss this also then. We will want to incorporate this into our run plans as those evolve.

The latency checks and luminosity scan are the highest priorities (and happen under different conditions), but we try to minimize the disruption to other parts of the experiment in this description of tasks.
