[Sbs_gems] [New Logentry] Change Fiberdelay in TI readout list in /adaqfs/home/sbs-onl/rol_common

Replaced the Fiberdelay from 0x5A to 0x60 to match BigBite previous value which was used in the local rol directory and changed GEnII-NoSBS to use the TI readout list from  the rol_common directory. BB latency should be fine, but SBS side should be increased by 1 ( to be double checked )
