[Sbs_gems] [EXTERNAL] DB and Panguin files for SBS GEMs

Andrew,

Per recent discussions, I am attaching the database for the SBS GEMs for
the GEn experiment run this winter as well as the two scripts for
Panguin plots.

They are:

db_sbs.gem.dat
sbs_gem.cfg
sbs_gem_basic.cfg

Let me know if I missed anything.
