[Sbs_gems] [New Logentry] Increased BB GEM trip limits again

Increased BB GEM trip limits again due to excursion on beam ramp up at ~10:30am. If these excursions get figured out in the next couple days, then we would want to set more meaningful trip limits. For now, I would prefer to reduce the number of trips during the shift.
