[Sbs_gems] [Revised Logentry] GEM layer 3 hardware issue

You can see in the attached screenshots that layer 3 has a hole in it. This is clearly caused by the troublesome APVs shown in the other picture. I have power cycled everything multiple times now so I feel confident it is a hardware issue. These APVs are all attached to a single backplane so probably something is wrong with that backplane. This will take at least 3 hours of investigation to fix so at this point I recommend we wait for an opportunistic downtime.
